Tom graduated from Lamar University with a B.S. Degree in Civil Engineering in 1970. He is a Registered Professional Engineer in the State of Texas.
Tom has worked in both the public and private sectors. The majority of his 40 years of practice were spent at the City of Houston, where he served in a variety of capacities prior to serving as the City’s Director of Public Works and Engineering. Upon his retirement from the City he reentered private practice.
Tom currently serves as leader of the AECOM Technical Services, Inc. team providing Program Management services for the North Harris County Regional Water Authority (NHCRWA), assisting the Authority with implementing its mission to provide the infrastructure to enable the mandated reduction in groundwater usage and attendant conversion to surface water this year.
