Biography
 Monica Newhouse-Rodriguez- HAS
Mrs. Monica Newhouse-Rodriguez is an award-winning airport professional that is currently engaged by the Houston Airport Systems as the Executive Assistant Director for Planning and Programming. She is responsible for the overall management of the capital improvement program at the Houston Airport System’s (HAS) three aviation facilities.
In her career, Mrs. Newhouse-Rodriguez has worked both in the private and public sector giving her a broad perspective of the industry. She has been recognized for her many achievements in the industry and received awards throughout the years.
Prior to joining HAS, Mrs. Newhouse-Rodriguez managed the Planning and Environment division of the Sacramento County Airport System. She also has a diverse background in airport operations, funding, and aircraft noise. She previously held multiple positions with the Tennessee Department of Transportation’s Aeronautics Division, the Metropolitan Nashville Airport Authority as well as aviation-consulting firms. Monica has also served as Manager of the Airport Noise Monitoring System for both Chicago O’Hare and Midway airports. Monica’s professional experience includes involvement in multiple environmental assessments, environmental impact statements and Federal Aviation Regulation Part 150 studies.
Monica’s education includes a Bachelor of Science in Aerospace from Middle Tennessee State University and a Master of Business Administration specializing in Information Decision Sciences from the University of Illinois at Chicago.
Dr. Kent McLemore, Ph.D., AICP - HNTB
Kent is the Director of Aviation for HNTB’s South Central District and is located in the Houston office and has over 25 years of planning experience.
Kent spent the last 14 years with the Houston Airport System, serving seven years as assistant director of aviation. He has managed multiple airport system planning, administered the FAA’s Grant Program, and has directed the capital improvement program for Houston Airport System. His experience includes managing an airport system planning and programming office, airport planning projects and studies and airport environmental impact studies, as well as administering the FAA Airports Improvement Program grant program, working with communities and elected officials on the physical development of airports, and administering a capital improvement program.
Prior to his work in aviation, Dr. McLemore worked as an urban planner, transportation planner, zoning administrator, and as an academic instructor on planning methods. Dr. McLemore has also worked with military installations on master plans and project development while serving as an officer in the U.S. Army.
Kent received his bachelors, masters and doctorate degrees from Texas A&M University. He is registered with the American Institute of Certified Planners and is a member of ACI, the American Planning Association (APA), the Greater Houston Partnership's Aviation Committee and the APA's Airports in the Region initiative. Kent and his wife reside in Galveston, Texas.
